Jepara – Direktur Kurikulum Sarana Kelembagaan dan Kesiswaan Kementerian Agama (KSKK Kemenag) RI, H. A. Umar, melakukan kunjungan dan pembinaan peningkatan mutu pendidikan jajaran Guru dan karyawan di lingkungan Madrasah Aliyah Negeri (MAN 1 Jepara), Sabtu, (05/10), di Gedung Sport Center madrasah setempat. Turut hadir Kasi Sarpras Kanwil Kemenag Prov Jateng, Kasubbag TU Kankemenag Jepara, Kasi Penmad dan para guru MAN 1 Jepara.
Menurut Umar, mutu madrasah perlu campur tangan birokrasi. Campur tangan ini bukan pada sisi akademik tetapi pada fasilitasi dan supporting demi penguatan madrasah untuk mewujudkan kualitas.
“Pemberdayaan madrasah perlu ada arah teknis birokrasi dan fungsional untuk kembali ke khitah,” kata Umar.
Kata Umar, untuk fasilitasi dan supporting misalnya penganggaran, tidak bisa diserahkan sepenuhnya kepada komunitas madrasah. Strategi penguatan penganggaran harus ada campur tangan pemerintah baik itu Presiden, Gubernur dan Bupati. Madrasah sangat membutuhkan operasional yang besar sekali meskipun sudah ditunjang BOS.
“Para birokrat harus mencarikan jalan seperti potensi potensi dana yang ada di Negara kita terkait penganggaran untuk madrasah negeri dan swasta sesuai tingkatannya di Pusat, Provinsi, maupun Kabupaten,” tegasnya.
Penguatan kualitas madrasah, lanjutnya, perlu juga pemberdayaan madrasah melalui inovasi dalam penyelenggaraan. Investor akan tertarik manakala madrasah memiliki akuntabilitas yang tinggi dengan sistem keuangan yang bagus serta manajemen yang ramah investasi. Birokrat jangan mengambil porsi pekerjaan fungsional misalnya pembelajaran dan akademik. Birokrat cukup memberi rambu-rambu pembelajaran dan mengawasi.
Agar bisa nyaman membawakan realisasi pembelajaran yang berprestasi dia juga mengajak perlunya inovasi implementasi kurikulum. Didalamnya harus ada rekayasa penataan restrukturisasi kurikulum berdasarkan karakteristik muatan mata pelajaran.
Mata pelajaran yang dominan kognitif maka diajarkan yang strategi kognitif, yang dominan ketrampilan, yang estetika dengan strategi kesenian, ketrampilan fisik dengan strategi ketrampilan olahraga misalnya. Sesuai dengan bakat minatnya, akan focus di satu bidang meskipun pelajaran yang lain diikuti sesuai dengan proporsinya.
Tak kalah penting, lanjutnya, di madrasah perlu dibangun penjaminan mutu yang renteng dengan penerapan aplikasi. Di dalamnya fasilitasi keutuhan guru akan bahan pembelajaran, perangkat pembelajaran, alat perangkat pembelajaran di dalamnya dijalankan berbentuk member by name by address.
Kemudian, Madrasah memiliki gerakan budaya madrasah yang ceria berprestasi. Untuk menciptakan Madrasah yang Ceria Berprestasi dikuatkan dengan empat budaya yakni Budaya kepuasan kepada semua pihak, budaya kehandalan data, penjaminan mutu dengan aplikasi, dan budaya respek. “Perlu ada paradigma yang berubah untuk mewujudkan madrasah yang ceria berprestasi,” pungkasnya.
