Berdasarkan Undang-undang Nomor 8 Tahun 2019 tentang Penyelenggaraan Haji dan Umrah, dan Surat Edaran Dirjen Penyelenggara Haji dan Umrah Kemenag RI, Nomor 20002 Tahun 2020 tanggal 20 Februari 2020, tentang Pelimpahan Nomor Porsi Jemaah Haji, maka calon jemaah haji (CJH) berhak melimpahkan nomor porsi dengan alasan meninggal dunia atau sakit permanen.
Hal ini disampaikan oleh Kepala Kantor Kementerian Agama Kabupaten Jepara, Drs. H. Muh Habib, MM pada acara sosialisasi pendaftaran dan pembatalan haji di Aula Satu Kantor Kemenag Kab. Jepara jalan Ratu Kalinyamat yang diikuti 50 orang peserta utusan dari seluruh KUA se Kabupaten Jepara, terdiri dari 30 orang penyuluh agama Islam Non PNS dan 20 orang ormas Nahdlatul Ulama' dan Muhammadiyah.
Menurut Habib, dengan adanya undang-undang ini, CJH berhak melimpahkan nomor porsi kepada suami, istri, ayah, ibu, anak kandung, atau saudara kandung yang ditunjuk dan/atau disepakati secara tertulis oleh keluarga dengan alasan meninggal dunia atau sakit permanen.
“Kalau tahun lalu yang bisa melimpahkan nomor porsinya, hanya jemaah yang dinyatakan sudah berhak melunasi atau sudah saatnya berangkat (setelah diumumkan di website) tapi yang bersangkutan meninggal dunia. Tapi dengan Undang-undang ini, jemaah yang sudah memiliki nomor porsi sudah berhak melimpahkan nomor porsinya,” jelas Habib
Berikut Persyaratan dan Prosedurnya :
1. Persyaratan bagi CJH yang meninggal dunia
– Salinan Akta Kematian dari Dinas Kependudukan dan Catatan Sipil setempat.
– Asli bukti setoran awal dan/atau setoran lunas Bipih (Biaya Perjalanan Ibadah Haji).
– Asli surat kuasa penunjukan pelimpahan nomor porsi calon jemaah haji meninggal dunia yang ditandatangani oleh suami, istri, ayah, ibu, anak kandung, atau saudara kandung yang diketahui oleh RT. RW, dan Lurah/Kepala Desa sebagaimana format
– Asli Surat Keterangan Tanggung Jawab MutIak yang ditandatangani oleh jemaah haji penerima pelimpahan sebagaimana format terlampir.
– Salinan KTP, Kartu Keluarga. Akta Kelahiran/Surat Kenal Lahir, Salinan Akta Nikah, atau bukti lain jemaah penerima pelimpahan nomor porsi dengan menunjukkan aslinya.
2. Persyaratan bagi CJH sakit permanen tetap
– Asli surat keterangan sakit dari rumah sakit pemerintah dengan kategori sakit sesuai surat edaran Menteri Kesehatan Nomor HK.02.01/MENKES/33/2020 tentang Kategori Sakit Permanen dalam Penyelenggaraan lbadah Haji.
– Asli bukti setoran awal dan/atau setoran lunas Bipih.
– Asli surat kuasa penunjukan pelimpahan nomor porsi jemaah haji sakit permanen kepada suami, istri, ayah, ibu, anak kandung, atau saudara kandung yang ditandatangani oleh yang bersangkutan dan diketahui oleh RT, RW, dan Lurah/Kepala Desa sebagaimana format.
– Asli Surat Keterangan Tanggung Jawab Mutlak yang ditandatangani oleh jemaah haji penerima pelimpahan sebagaimana format terlampir.
– Salinan KTP, Kartu Keluarga, Akta Kelahiran/Surat Kenal Lahir, Salinan Akta Nikah, atau bukti Iain jemaah penerima pelimpahan nomor porsi dengan menunjukkan aslinya.
Calon penerima pelimpahan nomor porsi CJH meninggal dunia atau sakit permanen telah berusia minimal 12 (dua belas) tahun pada saat pengajuan pelimpahan. Adapun persyaratan keberangkatan haji berusia paling rendah 18 tahun atau sudah menikah.
Pelimpahan nomor porsi CJH meninggaI dunia atau sakit permanen hanya untuk 1 (satu) kali pelimpahan.
Bagi CJH meninggal dunia atau sakit permanen yang memiliki nomor porsi lebih dari 1 (satu), hanya dapat dilimpahkan 1 (satu) nomor porsi dan nomor porsi lainnya dibatalkan.
Prosedur Pelimpahan
Calon penerima pelimpahan nomor porsi harus mengajukan surat permohonan tertulis dengan melampirkan persyaratan ke Kantor Kementerian Agama kabupaten/kota.
Petugas pendaftaran haji pada Kantor Kementerian Agama kabupaten/kota melakukan verifikasi persyaratan permohonan pelimpahan nomor porsi.
Kepala Kantor Kementerian Agama kabupaten/kota menerbitkan surat rekomendasi bagi pemohon pelimpahan nomor porsi yang memenuhi persyaratan dan telah diverifikasi.
Kepala Kantor Wilayah Kementerian Agama Provinsi c.q. Kepala Bidang Penyelenggaraan Haji dan Umrah melakukan validasi berkas persyaratan pelimpahan nomor porsi atas surat rekomendasi Kepala Kantor Kementerian Agama kabupaten/kota.
Dalam hal seluruh berkas persyaratan telah lengkap, Kepala Kantor WiIayah Kementerian Agama Provinsi membuat surat usulan pelimpahan nomor porsi kepada Direktur Jenderal Penyelenggaraan Haji dan Umrah c.q. Direktur Pelayanan Haji Dalam Negeri;
Petugas pada Direktorat Jenderal Penyelenggaraan Haji dan Umrah membuka blokir nomor porsi yang akan dilimpahkan berdasarkan usulan Kepala Kantor Wilayah Kementerian Agama Provinsi.
Calon penerima pelimpahan nomor porsi wajib datang ke Kantor Wilayah Kementerian Agama Provinsi untuk melakukan pengisian formulir Surat Pendaftaran Pergi Haji (SPPH), pengambilan foto, dan perekaman sidik jari (selama wabah covid-19 ditiadakan)
Petugas pada Kantor Wilayah Kementerian Agama Provinsi menginput data calon penerima pelimpahan nomor porsi melalui Siskohat dan menerbitkan bukti SPPH kepada penerima pelimpahan nomor porsi sebanyak 5 Iembar yang ditandatangani dan distempel basah oleh pejabat yang berwenang.
