Jakarta (Inmas Kemenag) — Dewan Perwakilan Rakyat (DPR) RI hari Selasa (24/09), mengesahkan Rancangan Undang-undang (RUU) tentang Pesantren menjadi undang-undang.
Proses persetujuan diambil melalui sidang Paripurna Pembicaraan Tingkat II Terhadap RUU Tentang Pesantren. Wakil Ketua DPR yang bertindak sebagai pimpinan sidang paripurna, Fahri Hamzah, sebelumnya meminta persetujuan para anggota yang hadir dalam sidang Paripurna. “Apakah seluruh fraksi setuju RUU Tentang Pesantren dapat disahkan menjadi undang-undang?” tanya Fahri.
Para anggota DPR peserta sidang pun serempak menyatakan setuju. “Setujuu,” ucap para peserta sidang.
Pengesahan UU Tentang Pesantren di sidang paripurna ini pun disambut dengan salawat badar dari salah satu Ormas Keagamaan Islam. Tampak hadir dalam sidang paripurna sejumlah pimpinan pondok pesantren, alim ulama, pimpinan ormas keagamaan Islam, DIrjen Pendidikan Islam dan Direktur Pondok Pesantren Ditjen Pendidikan Islam Kemenag.
Ketua Komisi VIII DPR Ali Taher Parasong dalam sidang Paripurna menyebutkan RUU tentang Pesantren resmi disahkan menjadi Undang-undang setelah melewati proses pembahasan yang panjang antara Komisi VIII DPR dan pemerintah.
Sementara itu Menteri Agama Lukman Hakim Saifuddin dalam pendapat akhirnya mengatakan RUU Tentang Pesantren diinisiasi dikarenakan adanya kebutuhan mendesak sebagai suatu keniscayaan untuk dapat memberikan pengakuan atas independensi penyelenggaraan pesantren berdasarkan kekhasannya dalam fungsi pendidikan, fungsi dakwah dan fungsi pemberdayaan masyarakat.
“Sekaligus menjadi landasan hukum untuk memberikan afirmasi dan fasilitasi bagi pengembangan pesantren,” ujar Menag.
Dikatakan Menag, substansi dalam RUU tentang Pesantren sesungguhnya sudah sangat terbuka dengan perkembangan kelembagaan yang ada serta mengakomodir ragam dan varian pesantren sebagaimana fakta yang ada saat ini.
“Substansi dalam RUU Pesantren juga memberikan pengakuan atas pemenuhan unsur pesantren (arkaanul ma'had) dan ruh pesantren (ruuhul ma'had) sebagai syarat pendirian untuk menjaga kekhasan pesantren,” kata Menag.
RUU Pesantren lanjut Menag memberi pengakuan kepada pendidikan pesantren sebagai bagian dari penyelenggaraan pendidikan nasional dengan segala kekhasannya.
“Serta pengakuan atas Dewan Masyayikh dan Majelis Masyayikh yang mandiri dan independen dalam pelaksanaan tugasnya dalam rangka penjaminan mutu,” tutur Menag.
“Sekali lagi kami menyampaikan penghargaan dan terima kasih kepada pimpinan dan anggota DPR RI yang terhormat serta segenap pihak yang berkontribusi dalam memberikan perhatian kepada pesantren di Indonesia,” kata Menag.
Sidang Paripurna Pembicaraan Tingkat II Terhadap RUU Tentang Pesantren menjadi UU berakhir sekitar pukul 13.50 WIB.
